Well you haven't configured the fullscreen slider to be vertical. Horizontal fullscreen slider does not work with scrolling.
Your setting atm is this:

Create a custom phone layout and use background images on rows that you configure to be browser-filling: http://laytheme.com/documentation.html#use-browser-height-for-row-height

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options → Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
