Footer only appears on Projects, not on Pages

Has anyone else experienced this? When I select a page to use as a footer it only works for Projects and not for Pages. My website seems to be creating a space for the footer but not displaying the content. I tried just copy pasting the content from the footer page but the bottom row's spacing always bugs out.

UPDATE

The footer is broken on all pages now. If there are three rows of content, only the first one will display while the other ones don't for some reason.
