Full Screen Carousel / Overlay a scroll icon

I've been reading the above but I'm not having much luck implementing what I need.

I have a full screen cover page on my dev site, when you click the image, the page scrolls, this all works well. However, as an extra measure, I would like to overlay this scroll icon for viewers to see, however I don't seem to be able to make it appear?

Any help would be amazing!
