phone footer instead of desktop footer on tablet?

Hey! I'm using a footer that has a general layout as well as a custom phone layout. Currently, on tablet, the footer is the desktop version. Is there any way I can set it up to use the phone version?

Use Phone Layout Footer for Tablet.
This would be possible by forcing new a new media query.

However this would will require some basic knowledge of Coding especially CSS. This link will help:
