Can the footer be displayed on top a body text that occupies 100vh??

Hi!
I designed a marquee at the footer of my homesite: http://www.nataliadominguez.com/.

As you can see, there are 3 text columns (92vh) with a scroll down and the marquee appears behind of the columns but I would like it on top so the white background of the footer covers the text of the columns.

Is it possible?
