Reached maximum allowable domains

hi
I'm new at wp. did something wrong downgrading wp in order to solve my customizer empty. I lost everything and had to redo my site Now when I want to enter my licence number I get this message "Reached maximum allowable domains" I don't have any other domain though.
I can connect to my site through Bluehost portal or directly in wp.org, is this the problem?

Before you post:
- When using a WordPress Cache plugin, disable it or clear your cache.
- Update Lay Theme and all Lay Theme Addons
- Disable all Plugins
- Go to Lay Options → Custom CSS & HTML, click "Turn Off All Custom Code", click "Save Changes"
