In terms of Effort its hard to tell, but i dont think too much effort :)
If you are able to get the three elements on the page ( Logo, Menu's, Social Links ) Then with Custom CSS added within "Lay Options - Custom CSS & HTML" you could target them.
You can already get through the customizer provided an Image chosen for your site-title and you can have the menu - Placing the Button or Links can be done by having the Icon and then linking it :e.g Twitter.
