province/state field not showing any text at all

Hi there!
A potential client mentioned that the shipping cost information never showed when they tried to purchase a book...

After investigating, we realized that this might be because they never completed the Province/State field. As a result, the shipping cost information never showed up.

And possibly this happens because that field does NOT have any placeholder text by default, unlike all the other fields. So the client might think they don’t need to do anything there, and they just leave it blank.

My question is: is that section part of WooCommerce itself?
Because I’ve seen in other themes that a placeholder text does show there (saying “State” or “Province”).
Is this something that the Lay Theme handles, and is there a way to improve it?
