Menu Bar for second menu

Hi everybody, I have my primary menu on top of the page and my second menu at the bottom of the page, fixed.

I would like to add a menu bar with a thin outline not only to the primary but also to the second menu, but obviously there is no such thing in the Customize tab.

Any workaround for this? Am I missing something? My CSS skills go as far as my general logical understanding and finding code in this forum for my problems.
