Horizontal line problem

I'm having a problem with the horizontal line showing up in "edit mode" but when updated and checking my site, it's not showing up. Looking for a solution.

Do you have any screenshots of the described behaviour?
Could you also provide link to a the site in question?

Here are two screenshots.
There should be a line showing up in the highlighted area but it is not populating.
