Anchorscroll Speed

Hi,

I was happy to discover that Laytheme now supports anchor scrolling by default!
Is there any way that I can control the speed of the scrolling? (on the phone it scrolls blazingly fast).

I'm familiar a bit with JS, so if you could direct me to the right file where I could edit the speed settings, I would be very thankful.
